Quality inspection skills matrix template.

In quality, a level means something sharper than elsewhere: level 3 on final inspection is the authority to release product to the customer. When the auditor asks who may sign off a shipment, the answer has to come from a record, not from memory.

This template lists the usual inspection skills and opens on an example with one gap, in the place most plants overlook: the people who check that the gauges themselves can be trusted.

Quality inspection skills matrix, Excel

The matrix below, a qualification log with expiry dates and a cross-training plan. Free, no email needed. Opens in Excel, or in Google Sheets through File, Import.

Download (.xlsx)

The example it opens on

Quality inspection, 6 people. Levels 0 to 4, where only 3 and 4 count as coverage. Training status is the number at level 3 or higher minus the number the station needs.

Skill Insp AInsp BInsp CInsp DInsp EInsp F Needed Status
Incoming inspection 3 3 2 3 1 - 2 +1
In-process inspection 3 3 3 3 2 2 2 +2
Final inspection and release 4 3 - 2 - - 2 ✓
CMM operation 4 3 2 - 1 - 2 ✓
CMM programming not critical 3 1 - - - - 1 ✓
Gauge checks and MSA studies 3 2 - - - - 2 −1
Visual and cosmetic inspection not critical 3 3 3 2 2 1 2 +1

Gauge checks and MSA studies read −1. Only Insp A can run a gauge study alone. Final release is covered with two, but both of them also carry the CMM, so one absence on a busy day puts release and measurement on the same person.

What is different in quality inspection

Level 3 on release means signing authority

Write it down: who may release product, and on what evidence that authority was given. It is the record auditors ask for first.

Put the measurement system on the matrix

Gauge checks and measurement system analysis are skills like any other. If nobody can run them, every other inspection result is less certain than it looks.

Keep the evidence with the level

ISO 9001 asks for documented evidence of competence. The Qualification log is that evidence: who assessed, what was observed, and when.

Qualifications and expiry

Qualification Interval Source
Evidence of competence Retain documented information as evidence of competence ISO 9001:2015, clause 7.2
IPC-A-610 certification (electronics assembly) Valid for 2 years IPC certification program
Near-vision acuity check (NDT personnel) At least annually ASNT SNT-TC-1A

Include the vision check and IPC rows only where they apply to your plant. Customer-specific approvals, such as source inspection for one customer, go on the log with the expiry the customer sets.

The template's Qualification log calculates each expiry date and flags anything due within 30 days or overdue.

The cross-training plan

Every gap becomes a dated entry with a trainee and a trainer. In the example:

SkillTraineeLevelTrainerPracticeAssessed by
Gauge checks and MSA studies Insp B 2 → 3 Insp A One study a month, A reviewing 2027-01-29
Final inspection and release Insp D 2 → 3 Quality manager Second-signature releases until 20 clean lots 2026-12-18

The method behind it

The levels, the evidence for each one and the coverage rules are explained in the skills matrix guide, with a worked example from an assembly cell. When the matrix has to cover several teams, shifts or sites, see how skills matrix software in TeamGuru counts the gaps the same way for all of them and shows, per skill, who is expired or expiring soon. Frequently asked questions

Does ISO 9001 require a skills matrix?

No. ISO 9001:2015 clause 7.2 requires that you determine the competence needed, ensure people are competent, and keep documented evidence of it. A skills matrix with a qualification log is a common, practical way to meet that requirement, not the requirement itself.

What does level 3 mean for a quality inspector?

That the person may perform the inspection and accept or reject product alone. On final inspection it is the authority to release product, so it should be awarded only on recorded evidence.

Should measurement system analysis be a skill on the matrix?

Yes. If nobody can run gauge checks and MSA studies, the plant cannot show that its measurements are reliable, and every inspection result depends on that.
